# How to Get Married in Georgia (the Country) as a Foreigner in 2026: Documents, Costs, and Where to Celebrate

Source: https://glampingtago.ge/blog/how-to-get-married-in-georgia-as-a-foreigner · Updated 2026-10-17 · Glamping Tago

## TL;DR

- Civil registration is free at any Public Service Hall, there is no residency requirement and no waiting period, and a couple with clean documents files and signs on the same day in about three hours.
- You need two valid passports, proof of legal entry, a joint application and two adult witnesses with ID. Officially the passport needs no Georgian translation when it carries Latin transliteration of your names.
- A registrar travels to your venue anywhere in Georgia for 255 GEL under Decree No.373. The 225 GEL that agency pages quote is the weekend wedding-house fee, not the off-site one.
- Adjara has had no wedding house since February 2026, so an Adjara wedding is either free counter registration at the Batumi hall, which is closed at weekends, or the 255 GEL registrar at your venue.
- The apostille that makes the certificate valid abroad costs 30 GEL on the 8th working day, 60 GEL on the 4th, 120 GEL on the 2nd and 150 GEL the same day, and the eleven Minsk Convention countries need no apostille at all.
- Glamping Tago in Village Tago, Khulo, is about 2 hours and 89.3 km from Batumi at 1,200 m, is made for weddings of about 30 guests and retreats of up to 30 people, with the whole place for one group and everyone sleeping on site, and arranges the registrar on site for the 255 GEL state fee.

Two foreigners can marry in Georgia (the country) in a single day, and the registration itself is free. Here is the exact document list, what the 2026 insurance decree requires, the official ceremony and apostille fees, and where to celebrate afterwards.

## Can two foreigners legally get married in Georgia (the country)?

Yes. Two foreign citizens marry each other in Georgia, the country between the Black Sea and the Caucasus, with no residency requirement, no minimum stay and no waiting period. Registration without a ceremony is free at any Public Service Hall, and a couple whose documents are in order applies and signs on the same day.

The [Public Service Development Agency](https://sda.gov.ge/en/products/marriage-registration/) registers the marriage. You bring two valid passports, proof that you entered Georgia legally, and two adult witnesses with ID. You fill in the joint application at the counter. The certificate is issued in Georgian, and an apostille makes it valid in the 130 contracting parties of the [Hague Apostille Convention](https://www.hcch.net/en/instruments/conventions/status-table/?cid=41), which Georgia joined on 14 May 2007.

[Geostat](https://www.geostat.ge/en/modules/categories/323/marriages) counts 22,285 marriages in Georgia in 2025, a rate of 5.7 per 1,000 people, and [10,006 in the first half of 2026](https://georgiatoday.ge/georgia-registers-10006-marriages-and-6095-divorces-in-first-half-of-2026/), of which 1,144 were in Adjara.

The legal part of this guide is the same wherever in the country you marry. The last sections cover where to celebrate afterwards, which is where the Adjara mountains come in.

> **Good to know:** Both of you sign in person in front of the registrar. What a representative can do, on a notarised power of attorney, is file the joint application before you land, which is how couples arrive and sign on day one.

## Which wedding venue in Georgia fits you?

For a wedding of about 30 guests who all stay for the weekend, a venue you take over completely, like Glamping Tago in the Adjara mountains, fits best; for 100 guests or more, a large hotel near Tbilisi or Batumi does. The table compares the six venues this guide covers, and each has its own card further down, with contacts, ratings, pros and cons.

| Venue | Just your wedding? | Beds on site | Setting | Guests | From the registry hall |
| --- | --- | --- | --- | --- | --- |
| [Glamping Tago](#place-glamping-tago) (ours) | Yes, the whole camp, one wedding at a time | 33 | Mountain meadow at 1,200 m | About 30 | Batumi hall, about 2 h |
| Hotel Chateau Iveri | Ask: a 7-room hotel | 7 rooms | Vineyard | About 40 seated | Batumi hall, 1 h |
| Eco House Merisi | Ask: a hotel with cottages | 54 | Clifftop platform | 50-60 | Batumi hall, 68 min |
| Batumi Botanical Garden | No, a public garden | None | Garden above the sea | Not published | Batumi hall, 16 min |
| Rooms Kazbegi | No, a 155-room hotel | 155 rooms | Terrace facing Mount Kazbek | 120 at a banquet | Tbilisi hall, 2h33 |
| Lopota Lake Resort | No, a 310-room resort | 310 rooms | Lake piers | 80-250 | Tbilisi hall, 2h11 |

## Who is allowed to marry in Georgia?

Both partners must be 18 and legally competent, and neither may already be married to someone else. [Civil Code article 1108](https://matsne.gov.ge/en/document/view/31702) lost its exception for 16-year-olds on 16 December 2015, and the transitional court route for 17-year-olds expired on 1 January 2017, so there is no route to marriage below 18 in Georgia.

The [agency's list of bars](https://sda.gov.ge/en/products/marriage-registration/) on marriage is short:

- One partner is already married to someone else.
- Relatives in the direct ascending or descending line: parent and child, grandparent and grandchild.
- Brother and sister, biological or not.
- An adoptive parent and the person they adopted.
- A person under support who has not concluded the marriage contract Georgian law requires of them, under Civil Code article 1172(2).
- Two people of the same sex. [Article 30(1) of the Constitution](https://www.matsne.gov.ge/en/document/view/30346) defines marriage as a union of a woman and a man.

Cousins are not on that list.

Nationality is not a filter. Two foreigners marry each other, a foreigner marries a Georgian citizen, and nobody asks for an embassy letter or a certificate of no impediment. That absence is why couples come from countries where civil marriage is hard to reach. [Iran](https://wedding-in-georgia.ge/blog/why-are-iranian-citizens-increasingly-choosing-georgia-for-their-weddings/) offers only religious marriage under Sharia, where the bride needs her father's or paternal grandfather's written permission and a Muslim woman cannot marry a non-Muslim man unless he converts. [Israel](https://lotus-wedding.com/services/wedding-for-israelis/) has no general civil marriage route at all. Georgia asks for none of it: no guardian's consent, no medical test, no genetic test.

## Where do you register, and which Public Service Hall should you pick?

At any territorial office of the Public Service Development Agency, any Public Service Hall branch (the building everyone calls the [House of Justice](https://psh.gov.ge/)) or any wedding house. All of them register any couple, so pick the one nearest to where you will celebrate. The counter registration is free everywhere.

| Hall | Address | Hours | Google | Why couples pick it |
| --- | --- | --- | --- | --- |
| Tbilisi Central Public Service Hall | 1 Zviad Gamsakhurdia Named Right Bank | Mon-Fri 09:00-18:00, closed at weekends | 4.6 from 4,105 | The biggest hall, English-speaking staff, 20 minutes from the airport, the N2 wedding house in the same building |
| Batumi Public Service Hall | 7 Sherif Khimshiashvili St | Mon-Fri 09:00-18:00, closed at weekends | 4.6 from 701 | The hall for Adjara: sign in the morning, be in the mountains for the afternoon |
| Kutaisi Public Service Hall | 20 Irakli Abashidze St | Mon-Fri 09:00-18:00, closed at weekends | 4.6 from 114 | The quietest of the three, 27 minutes from the budget-flight airport |

> **Tbilisi Central Public Service Hall** (1 Zviad Gamsakhurdia Named Right Bank, Tbilisi)
> The busiest hall for foreign couples, open Monday to Friday. Tbilisi N2 Wedding Hall is in the same building. Reviewers say the same thing every month: come early in the morning, because the queue slows as the building fills.
> Price: Free for registration without a ceremony · Season: Mon to Fri 09:00-18:00, closed Sat and Sun · Google 4.6 (4105)

> **Batumi Public Service Hall** (7 Sherif Khimshiashvili St, Batumi (Adjara))
> The hall to use for an Adjara wedding, 89.3 km and about 2 hours below Glamping Tago. Queues are well organised, and the repeated complaint is mistakes made at the counter that cost a second visit and another fee, so read every letter of both names on the certificate before you leave.

> **Kutaisi Public Service Hall** (20 Irakli Abashidze St, Kutaisi (Imereti))
> The quietest of the three halls and 27 minutes from Kutaisi airport, where the budget flights from Europe land. The official Kutaisi Wedding Hall is a ceremony room inside this same building.
> Price: Free for registration without a ceremony · Season: Mon to Fri 09:00-18:00, closed Sat and Sun · Google 4.6 (114)

The halls run on an electronic queue. You tell the information desk you have come for marriage registration, take a numbered ticket and are sent to the application area. Every fee is paid by card or bank transfer, because [Decree No.373](https://matsne.gov.ge/ka/document/view/5524359) allows no cash at the counter, and it is paid before the service and no later than the day you file.

Two pieces of advice come straight out of these buildings. At the Tbilisi hall, come early in the morning: it fills through the day and the queue slows with it. At the Batumi hall, read every letter of both names on the certificate before you leave the counter, because a mistake made at the counter means coming back and paying again to fix it.

If you want a ceremony rather than a counter signature, the [official directory of House of Justice branches](https://www.napr.gov.ge/ka/page/service-centers/houses-of-justice) lists five wedding houses in the whole country: three in Tbilisi, one in Rustavi and one in Kutaisi, which is a room inside the Public Service Hall itself. The Tbilisi N2 hall also runs a wedding space in Mtskheta, at 3 Arsukidze St.

> **Tbilisi Wedding House (N3, Uznadze)** (2 Dimitri Uznadze St, Tbilisi)
> Ceremonial registration in a decorated room, with a choice of two halls. Closed Monday and Tuesday, which is what the negative reviews are almost all about.
> Price: 135 GEL on a weekday, 225 GEL at the weekend · Season: Wed to Sun 09:00-18:00, closed Mon and Tue · Google 4.4 (94)

> **Wedding Hall No.1 (Chakhrukhadze)** (28/21 Chakhrukhadze St, Tbilisi)
> A historic villa on the agency's list of wedding houses, with few and mixed reviews in the last year. Confirm your date on the agency line before you plan around it; the Uznadze house also opens at weekends.

> **Watch out:** All three Public Service Halls close on Saturday and Sunday, so a weekend wedding in Tbilisi means a wedding house at the 225 GEL tier. The Uznadze house (N3) opens Wednesday to Sunday and is shut Monday and Tuesday; Chakhrukhadze (N1) keeps Friday to Tuesday and is shut Wednesday and Thursday. Call the hall the day before you travel to it.

## Where do you register if you are marrying in Adjara, now that Batumi has no wedding house?

At the Batumi Public Service Hall for the free counter registration, or you pay 255 GEL and a registrar comes out to your venue. Adjara has no third option: [demolition of the wedding house](https://boulevard.gov.ge/en/news/batumis-bulvarshi-qortsinebis-sakhlis-demontaji-daitsko/474) at the central entrance of Batumi Boulevard was under way on 25 February 2026, on the initiative of the Adjara government and in coordination with the Ministry of Justice, and the House of Justice is to build a replacement elsewhere in the new boulevard.

The replacement has a site. On 10 July 2026 the Minister of Justice, the chairman of the Public Service Hall and the Mayor of Batumi [visited the plot on the New Boulevard](https://justice.gov.ge/index.php?m=articles&id=L12aG1mqnv&lang=2) where the new marriage house will stand, designed by a Georgian architect, and reviewed the concept and the construction works. No opening date is set, so plan a 2026 or 2027 Adjara wedding around the two options above.

That matters for your budget in a way agency pages have not caught up with. The 135 GEL weekday and 225 GEL weekend wedding-house tiers of the state tariff now have no Adjara address to be charged at, and [agencies are still selling ceremonies](https://artevent.studio/batumi/) in the Dolphin hall that came down in February. In Adjara the choice is free and plain at the counter, or 255 GEL and the registrar travels.

The Batumi hall is closed on Saturday and Sunday, which is the real constraint on an Adjara wedding weekend. Couples work around it by registering on the Friday and holding the ceremony on the Saturday, which is legally already a marriage, or by booking the off-site registrar for the day itself.

Registration without a ceremony is free at every Adjara branch, not only the main one. The official directory lists Batumi N1 and N2, Keda, Shuakhevi, Khulo, Kobuleti and Chakvi. For a wedding in upper Adjara, the nearest civil registration point is not Batumi at all but the Khulo branch, 8.7 km below Village Tago at 926 m.

> **Khulo Community Center** (Khulo township, Khulo municipality (Adjara))
> The nearest civil registration point to Glamping Tago, 8.7 km and about 30 minutes down the mountain road at 926 m. Registration at the counter is free and a ceremonial registration in a community centre costs 75 GEL, the same as in a Tbilisi branch. It is an official office rather than a rated business.
> Price: Free at the counter, 75 GEL with a ceremony · Season: Mon to Fri 09:00-18:00, closed Sat and Sun · Google 5 (4)
> [website](https://psh.gov.ge/) · phone +995 32 240 10 10 · [map](https://www.google.com/maps/place/?q=place_id:ChIJvSLBIeRPXUARcbW3c5E-rhA)

> **Tip:** A ceremonial registration in a Public Service Hall branch or a community centre is 75 GEL under article 2(a) of Decree No.373, the same rate in Khulo as in a Tbilisi branch. It is the cheapest ceremony in the country, and in Khulo it is 20 minutes from the venue.

## What documents do foreigners actually need?

Four things for a straightforward couple, and a fifth if either of you has been married before.

- **Valid passports**, originals, for both of you. It must be the same passport you entered Georgia on. If you came in on a national ID card, the migration card the border gave you is your entry document.
- **A joint written application**, filled in at the hall. In it you declare that no legal impediment exists and how many times each of you has been married.
- **Proof that you are in Georgia on legal grounds**: the entry stamp, the migration card or a residence permit. The agency asks every foreign citizen for this.
- **Two witnesses** of full age and legal capacity, any nationality and any gender, with valid ID. They attend the signing.
- **If either of you was married before**: the divorce decree or the former spouse's death certificate. Any document issued abroad, other than an identity document, has to be apostilled or consular-legalised in the country that issued it and come with a notarised Georgian translation.

A **certificate of no impediment** is not on the agency's document list for a marriage in Georgia. You declare your status in the application and you carry the responsibility for that declaration. The certificate the agency does issue runs the other way: it is for Georgian citizens and stateless persons in Georgia who want to marry abroad, and it costs [40 GEL on the fifth working day, 65 GEL on the second and 95 GEL the same day](https://sda.gov.ge/en/products/issuance-of-repeated-certificates-and-references/).

A **birth certificate** is not required. Turkish and Russian language pages list extra documents that the Georgian side never asks for: an international birth record, a [certificate of capacity to marry](https://firattercume.com/batumda-evlenmek/), passport photographs, a [health report](https://lotus-wedding.com/ru/blog/spisok-dokumentov-dlya-zaklyucheniya-braka-v-gruzii-dlya-inostrantsev/), a passport with six months of validity left. The agency's own list has none of it.

You also want **a Georgian phone number**. The hall sends the SMS that says your papers are ready to a local number, and [agencies ask for one](https://georgia-assistant.ge/en/our-services/marriage-registration-in-georgia/) before they file for you.

> **Watch out:** The most common delay is not Georgian paperwork. It is a divorce decree that was never apostilled at home, and it cannot be fixed from Georgia. An apostille takes 5 to 30 days in the issuing country, so start it 60 to 90 days before the date.

Nothing you hand in comes back. Passports are returned at the counter, but the translations and the apostilled certificates stay with the application in the Georgian archive. Make certified copies of everything before you file.

## Does your passport really need a Georgian translation?

Officially no, and the agency's own wording is narrow enough to quote: it "shall be entitled to accept the passport of the foreign citizen without Georgian translation, if it contains Latin transliteration of the personal data of the foreign citizen". Nearly every modern biometric passport does.

In practice the answer depends on your name rather than your nationality. At the Batumi hall one partner's passport went through [without a translation](https://t-j.ru/pozhenitsia-v-gruzii/), because every letter of her name exists in the Georgian alphabet, while her husband's translation was taken into the archive because his surname ends in a Russian letter Georgian does not write. Ask at the information desk before you pay for anything.

Two rules hold whatever your name looks like. The translation has to be made and notarised inside Georgia: a translation notarised in your own country is not accepted. And a divorce or death certificate is always translated and notarised, even when the passports are not. If your witnesses carry foreign passports, theirs go through the same test as yours.

Budget 20 to 80 GEL per document. A Tbilisi office charges [from 20 GEL a page](https://notarytranslation.ge/en) with same-day turnaround, plus 2 to 6 GEL a page for the notary; three passports handed in together in Tbilisi came to 45 GEL. Offices facing the House of Justice are faster and dearer than ones a street away.

> **EXPRESS Translations Batumi** (5 Zurab Gorgiladze St, Batumi (Adjara))
> Notarised Georgian translations for the Batumi hall, done on the spot with card payment, and a couple can have their marriage documents prepared before they arrive. Phone and WhatsApp are the way in.
> Price: From about 20 GEL per document, notarised · Season: Mon to Fri 10:00-18:00 · Google 4.9 (119)
> phone +995 558 90 05 11 · [map](https://www.google.com/maps/place/?q=place_id:ChIJQ60tKyBWTSoRKfk-13tdhGY)

> **Tip:** Check the spelling of both names at the notary, before the translation is filed. A transliteration that does not match your passport is the mistake couples pay for later, when a Georgian agency or a registry at home reads one name on the certificate and another in the passport.

## Do you need insurance to get married in Georgia in 2026?

Not as a marriage document, but you need it to be in the country legally, which comes to the same thing. [Government Decree No.602](https://matsne.gov.ge/ka/document/view/6728816) of 26 December 2025, in force from 1 January 2026, requires an incoming tourist to hold health and accident insurance with a minimum sum insured of 30,000 GEL, roughly USD 11,430, covering the whole stay from entry to departure and no longer than a year. The duty itself sits in [article 12 of the Law on Tourism](https://www.hellosafe.com/travel-insurance/georgia-travel-insurance), which entered into force on 1 June 2024 and was then suspended until 1 January 2026.

The decree says nothing about marriage. It is an entry rule, and an officer of the Patrol Police may check the policy at the border crossing. Wedding agencies list it among "marriage documents" because every foreign couple marrying here is a tourist who must carry it.

The policy must name the parties, the covered territory, the subject of the insurance, the start and end time, the insured risks, the sum insured with its limits, and the premium with the place and term of payment. Paper or electronic, in Georgian or English, from a Georgian or a foreign insurer. At land crossings and at the Tbilisi, Kutaisi and Batumi airports the officer accepts [either a PDF or printout or a digital border card](https://cover.ge/en/blog/decree-602-explained) with a QR code linked to your policy on file with the Ministry of Internal Affairs.

The exemptions are narrow: holders of a diplomatic or special visa, holders of a diplomatic, official, service or special passport, accredited staff of missions and international organisations together with their accredited family members, people whose entry is covered by Georgia's international agreements, and drivers on international freight and passenger runs. Transit passengers who never clear passport control are outside it, and so are Georgian citizens and permanent residents. Visa-free entry changes nothing: the [98 nationalities](https://georgiatoday.ge/nine-months-into-mandatory-tourist-insurance-visitors-are-still-getting-the-same-four-things-wrong/) who may stay a year without a visa need the policy like everyone else.

What it costs is small. [Unison](https://unison.ge/en/portfolio-items/mandatory-insurance-for-visitors/) sells the compliant policy at 1.7 GEL per person per day, with the 30,000 GEL limit split into 20,000 GEL of emergency hospitalisation and 10,000 GEL of emergency outpatient care, plus 5,000 GEL of repatriation and 2,000 GEL of medical evacuation after a sports injury. [Ardi](https://ardi.ge/en/products/welcomer) and [Aldagi](https://aldagi.ge/en/individual/mandatory-travel-insurance-get-1gb-internet-as-a-gift) sell the same cover. Buying at the border is legal and costs more.

There are three ways to get this wrong, and wedding parties get all three. Every traveller needs their own policy in their own name, infants included, so a family of four buys four. Buying at the airport on arrival leaves a gap, because the Unison policy sold through Cover excludes any event in the first six hours after purchase, which covers your taxi and your first evening. And a gap between two policies counts as non-compliance, so extend the one you have instead of buying a second. A policy that ends on the day you fly out is fine; one that ends the night before is not.

If you cannot produce a policy at the border, the officer asks you to buy cover before you are let through.

> **Cost:** One person buying the policy can cover a whole group, which suits a couple insuring their wedding guests in one transaction. If you claim, call the insurer's hotline before you are treated: [GPI Holding](https://www.gpih.ge/en/mandatory-tourist-insurance/) does not reimburse services received without prior notification, on 032 2 505 111, and Unison answers around the clock on +995 32 2 991 991.

## How does the registration work, step by step?

1. **Sixty to ninety days out.** Apostille any divorce decree or death certificate in the country that issued it. Book the venue and, if you want the registrar at it, the date.
2. **Before you fly.** Buy insurance that names Georgia and clears 30,000 GEL for your whole stay. Get a Georgian SIM on arrival.
3. **Translations, on arrival.** Notary translation offices sit around every hall and turn a document round in hours. Bring originals, and check the spelling of both names before anything is filed.
4. **File the joint application.** Both of you, at the hall, with your passports and proof of legal entry. The paperwork itself takes about 20 minutes at the counter. An agency can file for you in advance on a notarised power of attorney.
5. **Wait for the SMS.** It says the documents are ready. Filed in the morning, it comes the same day, usually within one to four hours; filed days or weeks ahead, it comes the evening before your date.
6. **Sign, with your two witnesses.** The signing visit takes 20 to 50 minutes at the counter, half an hour as a ceremony. You leave with the Georgian marriage certificate.
7. **Order the apostille.** Straight after signing if you fly out soon. Pick the speed you are willing to pay for.
8. **At home.** Take the apostilled certificate, with a certified translation if your registry asks for one, to your own civil registry.

The paperwork is bilingual only in the sense that the staff speak English and Russian. The record itself is kept in Georgian and the ceremony is conducted in Georgian, so bring an interpreter if neither of you speaks it. A planner does this, and so do we for weddings at the camp.

## What does it cost to get married in Georgia?

Registration is free. Everything on the bill is a ceremony, a translation, an apostille or somebody's time, and the state fees are set by [Decree No.373 of 18 July 2022](https://matsne.gov.ge/ka/document/view/5524359), which replaced the old tariff on 1 August 2022.

Agencies start at EUR 390 and the spread above that is wide. [Register in Georgia](https://www.registeringeorgia.com/home/wedding-in-georgia/) unbundles it into witnesses at 100 GEL, a full service at 600 GEL with government fees on top and legalisation alone at 300 GEL. [Bineli](https://bineli.de/en/marriage-georgia/) prices a Tbilisi express day at EUR 970, a standard registration at EUR 780 and a registry-office ceremony at EUR 910 on a weekday or EUR 995 at the weekend. [Kate&Co](https://wedding-in-georgia.ge/services/outdoor-marriage-registration/) starts at USD 450 for registration with an apostille and advertises an outdoor registration from USD 1,800, against the 255 GEL the state charges to send the registrar. What the money buys is real: queue management, witnesses if you arrived as a couple alone, a car, and somebody who speaks Georgian to the registrar. It is worth paying when you land on a Sunday and want to marry on Monday, and it is worth skipping when you have a week and a planner already.

> **Watch out:** Several widely read guides print fees that do not exist. There is no 50 GEL standard or 100 GEL express government fee, and 50 GEL was the pre-2022 ceremonial rate. The off-site registrar is 255 GEL, not the 225 GEL that agency pages and older blogs repeat: 225 GEL is the weekend wedding-house tier, and one agency page even prints 235 GEL. Apostille same-day is 150 GEL, not 100.

## How long does it take?

Two working days is the honest plan, and one long day is possible. With documents already in order, about three hours separates filing the application from holding the certificate: 20 minutes at the counter, one to four hours for the SMS, then a signing visit of 20 to 50 minutes. Submit in the morning for same-day service and expect the ceremony in the evening, often after 17:00.

Filing a few days or weeks ahead is calmer and costs nothing extra. The SMS comes the evening before, and the signing itself takes half an hour. Standard registration at the hall runs two to three hours on a normal day and longer in a busy summer week.

The apostille is the part that sets your flight home. Same-day costs 150 GEL, the eighth working day costs 30 GEL, and a planner can collect it later and post it. Agencies that promise an apostilled certificate in two working days are charging for the speed, not for magic.

Then watch the calendar. [Georgia's public holidays](https://matsne.gov.ge/ka/document/view/26350) in 2026 are 1 and 2 January, 7 January, 19 January, 3 March, 8 March, 9 April, 10 to 13 April for Orthodox Easter, 9 May, 12 May, 17 May, 26 May, 28 August, 14 October and 23 November. Georgia does not move a holiday that falls at the weekend. The Easter block moves with the Orthodox calendar: it fell on 10 to 13 April in 2026 and runs 30 April to 3 May in 2027.

## Can a registrar marry you at your venue instead of the registry office?

Yes, for 255 GEL, anywhere in Georgia. The line in Decree No.373 is "conducting the marriage ritual outside the building", and it is the same 255 GEL whether the venue is a Tbilisi garden or a ridge in upper Adjara. The one exemption from the fee is a person being treated in a medical institution where the ceremony has to be held.

Book the slot and pay it properly, because the decree is strict about both. Half the fee is due within one hour of the booking being confirmed and the other half when the application is registered, and if you do not file in time the booking money is not returned. Cancel before the application is registered and you get the whole fee back, within 10 working days of asking in writing, and you have three months to ask.

There is a second route, and [experienced planners prefer it](https://www.yuliko-wedding.com/en/outdoor). You register at the Public Service Hall on day one and hold the ceremony wherever you like on day two, which is legally already a marriage and costs nothing beyond the free registration. It is cheaper, and it takes the weather and the traffic out of the legal part. The registrar who travels arrives at a fixed time and does not wait for a late couple.

If you want the registrar at the venue, book early and lock the details. The date, the time and the place go into the application and are hard to change afterwards. Seven days is the minimum a planner will quote; one to two weeks is the realistic booking window for both the date and the specialist. For a wedding with guests between June and September, the venue and the registrar go 2 to 12 months ahead.

At Glamping Tago the on-site civil registration is 255 GEL per wedding, the same figure the state charges to send a registrar out. We arrange the registrar and interpret at the ceremony.

> **Cost:** Compare the two numbers before you sign anything. The state charges 255 GEL to send a registrar to your venue. Agency packages built on that same service start at USD 990 and run to USD 1,800 and beyond. The difference is the translations, the witnesses, the filing and somebody standing next to you, which some couples want and some do not.

## Does your country need an apostille, a legalisation or nothing at all?

One of three answers, and it decides what you do in your last two days in Georgia. [Eventive](https://eventive.ge/en/wedding-georgia-documents-apostille-legalization/) keeps the fullest country-by-country list.

**Apostille, one stamp.** The United Kingdom, the USA, Israel, India, Turkey, Saudi Arabia, Oman, Pakistan, Canada, Australia, China and the EU states. Vietnam moved into this group in September 2026. The agency apostilles the Georgian certificate at the tariff above, and it is then valid in all 130 contracting parties. Put the apostille on the Georgian certificate, not on a translation of it.

**Consular legalisation, three stamps.** The United Arab Emirates, Qatar, Kuwait, Iran, Iraq, Jordan, Lebanon, Syria and Egypt. Inside Georgia it is two stages, the Public Service Development Agency and then the Consular Department of the Ministry of Foreign Affairs, and the agency forwards the document itself, so you apply at any Public Service Hall. The third stamp, at the receiving country's mission, is what that country then asks for, and a legalised document only works in the country whose mission stamped it. The UAE and Qatar have embassies in Tbilisi. Where your country has no mission here, only the Georgian stages can be done before you fly.

**Nothing at all.** Under the Minsk Convention of 22 January 1993, a Georgian document needs neither apostille nor legalisation in eleven countries: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. A notarised translation into that country's language is enough. It runs the other way too: a divorce certificate from those countries is accepted in Georgia as an original.

The House of Justice translates the certificate into English, Russian, Turkish, Spanish, Italian, French, German and Greek at 30 GEL a page, but only as part of the apostille or legalisation packet: it does not sell a plain translation on its own. A translation office does that from 20 GEL a page plus the notary's 2 to 6 GEL.

## What changed in September 2026 if you are marrying a Georgian citizen?

Everything about the residence permit that follows, and nothing about the marriage itself. Under [Government Resolutions No.416 and No.417](https://legal.ge/en/news/what-changes-for-foreign-spouses-of-georgian-citizens-from-september-1-2026-en) of 26 August 2026, in force from 1 September 2026, the foreign spouse of a Georgian citizen gets a separate spouse residence permit for one year, extendable two years at a time to a maximum of five years on that basis. Permanent residence comes only after five years of a continuing marriage, so marriage to a Georgian citizen is no longer a direct route to it. The agency decides within 90 calendar days, and that review can be extended by a further three months. Applications filed before 1 September 2026 finish under the old rules.

A six-member interdepartmental commission now checks that the marriage is genuine: two members from the Public Service Development Agency, two from the Ministry of Internal Affairs and two from the State Security Service. It may interview you together or separately, repeat the interview, and visit and inspect your home and interview the relevant people there, with at least two members from at least two agencies present at an inspection. [Cooperating is not optional](https://expathub.ge/georgias-immigration-rules-2026/): failing to appear, refusing to cooperate or refusing a home visit means the application is rejected.

Three details catch people out. The summons to the interview is published on the Public Service Development Agency website and counts as served on publication, so you watch the website rather than wait for a call or an email. A refusal cannot be appealed to a higher administrative body, only to court, within 10 calendar days of the decision being delivered. And the commission's own protocol cannot be appealed on its own: it travels with the final decision. If the commission suspects a sham marriage the file goes to the investigative body where the Georgian spouse lives, with a copy to the Prosecutor's Office, and the permit review is suspended until the investigation ends or a prosecution begins.

Money in your own bank account counts towards the income test, and it must be at least twice the monthly subsistence minimum for an average consumer in Georgia across the permit's validity.

> **Good to know:** None of this touches two foreigners marrying each other. The registration, the fees and the timings in this guide are the same, and no commission looks at your marriage. The new rules apply when one spouse is a Georgian citizen and the other wants to live here.

## Will your Georgian marriage be recognised at home?

In most countries, yes, and you do not re-marry. Most legal systems apply lex loci celebrationis, the law of the place of celebration: a marriage valid under Georgian law when it was registered is recognised. The [UK government](https://www.gov.uk/marriages-civil-partnerships-abroad) puts it the other way round, that whether you can marry abroad depends on the law of the country you marry in, and it tells you to check the process and the documents with the authority that registers marriages there before you travel.

Georgia does not notify your home country. You report the marriage yourself, through your embassy or your civil registry, and some countries set a deadline for doing so. Ask your own registry what it wants before you fly, because the answer decides whether you need the apostille in hand or can have it posted.

> **Watch out:** The application asks whether you will take your spouse's surname, the bride signs a separate paper about it, and your answer is printed on the certificate. Tick it and then not change your name at home, and you carry years of mismatch: the certificate says one thing and your passport another, which shows up every time you apply as a married couple, residence permits included.

## Where do couples celebrate after the paperwork?

The certificate takes an afternoon. The wedding is what your guests remember, and Georgia puts four very different backdrops within a few hours of the halls: the Adjara mountains and coast from Batumi, and the Kazbegi high mountains and the Kakheti wine country from Tbilisi.

Our own comparison of the mountain regions, with beds, drive times and prices, is in [Mountain wedding venues in Georgia, 2026](/blog/mountain-wedding-venues-georgia). If you are weighing coast against mountains, see [Wedding in Adjara: Batumi coast or the mountains?](/blog/wedding-in-adjara-coast-or-mountains), and for how a multi-day tent wedding actually runs, [A glamping wedding weekend in Georgia](/blog/glamping-wedding-weekend-georgia).

Each venue below has the same spec lines, so you can hold it against the table at the top of this guide.

### Glamping Tago, Village Tago (Adjara)

## How does a mountain wedding at Glamping Tago work?

You take the whole camp for at least two nights, register the marriage on site for 255 GEL or at the Batumi hall on the way up, and about 30 guests, all sleeping on site, eat under a 150 m2 tent at 1,200 m. We are in Village Tago, Khulo municipality, upper Adjara, about 2 hours and 89.3 km from Batumi, and we host one wedding at a time.

Guests' reviews mention the view first, then the staff and the food, and many call the place romantic.

The numbers that decide whether we fit: about 30 guests on wooden benches or chairs in the event tent, and 33 beds on site in 12 Lotus Belle tents for two and a 9-bed dome. There are 60 camping spots on top of that. Bigger weddings of up to about 100 guests also work, using 64 more beds in 27 rooms across [seven family guesthouses](https://glampingtago.ge/local-guesthouses/) in the village, 3 to 10 minutes on foot, at 150 GEL a room a night. The yurt restaurant seats 36 inside and 20 outside around a wood stove.

There are three ceremony spots: the meadow clearing with the mountain view and an arch our team builds, the valley overlook, and Otsinari lake 30 minutes away. The event tent is a sailcloth tent of 15.2 by 9.7 m on its own wooden deck, walls at 2.4 m and a 5.9 m peak, with sides that close for rain. It is fixed to the deck and cannot be moved, so the rain plan is the tent and the yurt, not a different field.

| Month | Whole camp per night, GEL |
| --- | --- |
| April | 3,258 |
| May | 3,711 |
| June | 5,041 |
| July | 6,035 |
| August | 6,035 |
| September | 5,041 |
| October | 3,646 |

That is full privatisation of the camp with the event tent included, so neither is charged separately. A second tent is 1,000 GEL. Food is per guest: Mountain Supra 85 GEL for three courses, Euro-Georgian buffet 125 GEL, the five-course signature menu 215 GEL from 30 guests, a BBQ live station 45 GEL for the whole group, meat khinkali added to the supra 15 GEL, arrival snack 25 GEL, reception appetizers 15 GEL, breakfast buffet 32 GEL, dinner buffet 37 GEL. Corkage on your own wine is 15 GEL a bottle and we can collect and chill your drinks in Batumi. The kitchen is vegetarian and the BBQ station is what we add for weddings.

A wedding for 30 guests with dinner, breakfast and accommodation usually lands between USD 5,000 and 15,000 depending on the season and how much decor you add.

> **Cost:** Our own extras: wedding arch 1,500 GEL, flowers on the tables and in the tent 750 GEL, the same again for flowers around the rest of the camp, extra styling from 1,000 GEL, photo booth 1,000 GEL, fireworks 600 GEL, bride's bouquet and boutonniere 150 to 600 GEL. We make the arch and the arrangements ourselves and buy your decor back at 50%. The speaker with two wireless microphones is free for weddings, and the sauna, cold plunge and fire circle are already in every stay.

Three ways to plan it. Venue only is free: you or your own planner book the vendors, and once you book you get our vendor guide with vetted vendors for every service, mostly based in Batumi, their contacts and approximate prices. Use our partner planner Iremi Wedding, whose fee, usually 10 to 15% of the budget, is agreed with them directly. Or let us coordinate it all for a fixed 2,000 GEL: we book and manage every vendor, build the timeline and run the day on site. Vendors come up from Batumi: a Georgian DJ 600 to 1,500 GEL, a Russian-speaking DJ 2,000 GEL for six hours with the transfer from Tbilisi included, a host 3,000 GEL, host and DJ and sound as one team from 5,000 GEL, a sound rig with two technicians and delivery 2,600 GEL, bride's hair and make-up 400 GEL including the trip up, with the groom, mothers or bridesmaids at 150 to 250 each.

Booking is the whole camp or nothing: no partial booking, and the tent count cannot be reduced later. Two nights is the minimum, one to set up and welcome everyone and one for the wedding. A 30% prepayment of the total confirms the date, and the day itself is settled on site in cash or by transfer against an itemised invoice. The full programme, timeline, vendor list and mood board come 30 days before, the rooming list and the final food count 7 days before. June to September dates go 6 to 12 months ahead.

The camp is open April to October and the wedding season is May to mid-October. May and June are green, September and early October are warm and golden, late August can be wet, and even in July the nights usually drop to about 15°C, which is why the tents are heated. Days usually reach about 24°C in June and 18°C in October, and it rains on about 14 to 16 days a month from May to July, so the tent with sides that close is part of every plan, not a backup. Forecasts for Khulo do not describe the weather at the camp, so pack warm layers and umbrellas whatever the app says. In winter there can be 3 m of snow up here.

Starlink gives about 300 Mbps at the camp, which is enough for a live stream to the relatives who could not travel. Music outside runs to midnight and then the party moves into the warm yurt. Fireworks and fire shows are fine, dogs are welcome with a 15 GEL cleaning fee, and the village mosque calls to prayer mostly on Fridays, which we time the ceremony around.

## Getting to the venue: what nobody tells you

There are two roads up, and picking the right one decides whether your guests need a jeep. Through Khulo, the last 15 km is a 4x4 climb: down to the river a little before Khulo, over the iron bridge, then 20 to 35 minutes of zigzag. The [Skhalta valley way](/how-to-get-to-glamping-tago) is the alternative, 94 km and about 2 hours from Batumi: turn off the Batumi-Akhaltsikhe road at Zamleti, 4.7 km before Khulo, follow the valley south to Cheri, then climb through Dzmagula to us. It is a little longer, the road is easier, and it suits normal cars and minibuses. It is still a mountain road.

Navigate with Maps.me, not Google Maps, and follow the wooden "Glamping Tago" signs where the app is wrong. Chao is not Tago: it is a different village 1.6 km west of us but 13 km and about 20 minutes away by road, and it is where wrong routes end up.

With a 4x4 you park at the camp. Without one, park anywhere in Khulo centre and we bring you up. Fill up and take cash there: Khulo centre has fuel stations, ATMs of three banks, supermarkets and pharmacies, and our transfers are paid in cash at reception.

| Transfer, one way | Price |
| --- | --- |
| Batumi to Tago, 4x4 for 4 | 265 GEL per car |
| Batumi to Tago, 15-seat minibus | 410 GEL per car |
| Khulo to Tago, 4x4 for 4 | 75 GEL per car |
| Khulo to Tago, 15-seat minibus | 135 GEL per car |
| Kutaisi to Tago, 4x4 for 4 | 465 GEL per car |
| Tbilisi to Tago, 4x4 for 4 | 925 GEL per car |
| Vendor car, Batumi and back | 530 GEL |
| Waterfall picnic stop on the Batumi run | 50 GEL |

We move a wedding party in waves of 15- and 17-seat minibuses and 4x4s. The option most groups choose is their own coach from Batumi to Khulo and our minibuses for the last 15 km. Transfers are paid in cash at reception, never to the driver.

Guests coming independently take the marshrutka from Batumi bus station, which leaves every 30 minutes from 08:00 to 20:00, takes about 2h30 for the 85 km of asphalt and costs about 10 GEL, with ბათუმი - ხულო in the window. It stops halfway for food and a toilet. Then the 4x4 taxi from Khulo, 30 to 35 minutes, 75 GEL a car for up to four, with no timetable. A taxi app to Khulo (Bolt, Yandex or Maxim) takes about 2 hours and up to 175 GEL, and stops at Khulo.

From Kutaisi airport, the train to Batumi takes 2 hours and costs 31 GEL, the bus 2 hours and 25 GEL, and a private 4x4 straight to Tago 5h30 and 465 GEL. From Tbilisi, the train to Batumi takes 6 hours and 35 GEL and a private 4x4 straight to us 8h30. Coming over the Goderdzi pass from Akhaltsikhe is 4h30 and 360 GEL by 4x4, asphalt almost the whole way, and the pass closes in snow: call the road department on +995 32 2 31 30 76 before you try it in winter.

The Khulo cable car has been [stopped for a third year](https://batumelebi.netgazeti.ge/news/639710/), so build the guest plan on the road. It is the question we are asked most.

> **Watch out:** Put the road in the invitation, not in a message on the day. Guests in city shoes arriving in a sedan is the most common wedding-weekend problem here, and it is entirely preventable: tell them which of the two roads you want them on, and which cars need to stop in Khulo.

## What do couples get wrong?

- **Leaving the divorce apostille at home.** It cannot be fixed from Georgia, and it is the one document that always needs both an apostille and a notarised Georgian translation.
- **Paying for a passport translation nobody asked for.** Ask at the information desk first. If your names are written in Latin letters in the passport, the rule says no translation.
- **Believing the 225 GEL figure for the off-site registrar.** It is 255 GEL. 225 GEL is the weekend wedding-house tier, and Adjara has no wedding house.
- **Booking a Saturday at the Batumi hall.** It is closed at weekends. Register on the Friday, or pay for the registrar to come to you.
- **Bringing cash for the state fees.** The counter takes card and bank transfer only, and half of a booked ceremony slot is due within an hour of confirming it.
- **Treating the insurance as a formality.** The minimum sum insured is 30,000 GEL for the whole stay, every traveller needs their own policy, and buying at the airport leaves a six-hour gap.
- **Ordering the slow apostille before a fast flight.** The 30 GEL option takes eight working days. If you leave in three, pay 120 or 150 GEL.
- **Arriving as a couple with no witnesses.** Two adults with ID must be there in person. An agency supplies them, and most packages include them free.
- **Ticking the surname box and then not changing the name at home.** The certificate prints your answer and the mismatch follows you for years.
- **Reading "capacity" as "beds".** Ask any mountain venue how many people sleep on site, then ask where the rest sleep and how they get there.
- **Booking a September mountain date in July.** High-season Caucasus weekends are gone 6 to 12 months ahead.

## A mountain wedding weekend at Glamping Tago

Register at the Batumi hall in the morning and you are at 1,200 m in upper Adjara for the afternoon, 89.3 km and about 2 hours up the road. Or skip the drive: we arrange a registrar to marry you at the camp for 255 GEL, the same figure the state charges for an off-site registration.

We host one wedding at a time and the whole camp is yours. About 30 guests sit under a 150 m2 sailcloth tent on a wooden deck, or in the [Yurtalicious](/restaurant) yurt when it rains. Ceremonies happen in the meadow clearing with the mountain view, at the valley overlook, or at Otsinari lake 30 minutes away, and the arch is made by our team.

33 guests sleep on site in 12 tents for two and a 9-bed dome, so everyone stays at the camp.

The honest limits: the road up from Khulo is a 4x4 climb unless you come the easier Skhalta valley way, the nights are cold even in August, and we close from November to March.

- **Guests:** About 30 under the 150 m2 event tent, on wooden benches or chairs
- **Beds on site:** 33: twelve Lotus Belle tents for two and a nine-bed dome
- **Whole camp per night:** 3,258 GEL in April, 3,711 in May, 5,041 in June and September, 6,035 in July and August, 3,646 in October
- **Civil registration on site:** 255 GEL per wedding, the state off-site fee, registrar arranged and the ceremony interpreted
- **Food per guest:** Mountain Supra 85 GEL, Euro-Georgian buffet 125 GEL, five-course signature menu 215 GEL, BBQ live station 45 GEL
- **Getting here:** About 2 hours over 89.3 km from Batumi; 4x4 through Khulo, or the easier Skhalta valley road for normal cars and minibuses
- **Internet:** Starlink at about 300 Mbps, enough to live-stream the ceremony
- **Season and lead time:** Open April to October, wedding season May to mid-October; June to September dates book 6 to 12 months ahead on a 30% prepayment

## FAQ

**Can two foreigners get married in Georgia (the country)?**

Yes. Two foreign citizens marry each other at any Public Service Hall with no residency requirement, no minimum stay and no waiting period, and registration without a ceremony is free. You bring valid passports, proof that you entered Georgia legally and two adult witnesses with ID. Neither an embassy letter nor a certificate of no impediment is on the Georgian document list.

**Do I need a Georgian translation of my passport to marry in Georgia?**

Officially not if the passport carries Latin transliteration of your personal data, which nearly every biometric passport does. In practice it depends on your name: a hall will take a translation when a name contains letters the Georgian alphabet does not write. Ask at the information desk before you pay, budget 20 to 80 GEL per document in case, and note that the translation has to be made and notarised inside Georgia. A divorce or death certificate is always translated and notarised.

**What is the 2026 insurance rule for foreigners in Georgia?**

Government Decree No.602, in force since 1 January 2026, requires every incoming tourist to hold health and accident insurance with a minimum sum insured of 30,000 GEL covering the whole stay from entry to departure. Georgian insurers sell a compliant policy from 1.7 GEL per person per day, and every traveller needs their own policy in their own name, infants included. It is an entry rule checked by the Patrol Police at the border, not a marriage document, although wedding agencies list it as one.

**How much does it cost to legally marry in Georgia?**

Between roughly 100 and 400 GEL if you do it yourselves: registration is free, a ceremony at a Public Service Hall branch or community centre is 75 GEL, the apostille runs from 30 GEL on the eighth working day to 150 GEL the same day, and translations are 20 to 80 GEL per document. Every state fee is paid by card or transfer, not cash. Full packages start at about EUR 390 and buy you translations, witnesses, filing, a transfer and someone who speaks Georgian.

**How long does it take to get married in Georgia?**

About three hours from filing the application to holding the certificate when the documents are in order, and two working days is the calmer plan. File before noon for same-day service, wait one to four hours for the SMS that says the papers are ready, then sign with your two witnesses. Add the working days for whichever apostille speed you pay for, and avoid the state holidays.

**Can you get married in Georgia at the weekend?**

Yes, but not at a Public Service Hall: the halls in Tbilisi, Batumi and Kutaisi close on Saturday and Sunday. In Tbilisi the wedding houses open at weekends, and a ceremony there costs 225 GEL. In Adjara, which has no wedding house, couples register at the Batumi hall on the Friday and celebrate on the Saturday.

**Is a Georgian marriage certificate valid abroad?**

Yes in most countries, with one apostille on the Georgian certificate, because most legal systems recognise a marriage that was valid where it was celebrated. The United Arab Emirates, Qatar, Kuwait, Iran, Iraq, Jordan, Lebanon, Syria and Egypt need consular legalisation instead, and the eleven Minsk Convention countries need nothing beyond a notarised translation. Georgia does not notify your home country, so you report the marriage to your own registry yourself.

**Can we marry at the venue instead of the registry office?**

Yes. A registrar travels to your venue anywhere in Georgia for 255 GEL under Decree No.373, and the date, time and place are locked into the application. Half the fee is due within an hour of confirming the slot and the rest when you file. Book it at least seven days ahead, and one to two weeks in peak season. The cheaper route many planners prefer is to register at the hall on day one and hold the ceremony wherever you like on day two, which is legally already a marriage.

**Can you still have a wedding ceremony at the Batumi wedding hall in 2026?**

No. Demolition of the wedding house at the central entrance of Batumi Boulevard was under way on 25 February 2026, and the House of Justice is to build a replacement elsewhere in the new boulevard. Adjara now has two routes: free counter registration at the Batumi Public Service Hall on 7 Sherif Khimshiashvili St, closed at weekends, or the 255 GEL registrar at your own venue. Agency pages still advertising the Dolphin hall are selling a building that is gone.

**Where do couples celebrate after registering in Batumi?**

The Adjara mountains are about 2 hours up the road from the Batumi hall, which is where Glamping Tago sits at 1,200 m for whole-camp weddings of about 30 guests, where everyone sleeps on site. Closer options are Hotel Chateau Iveri in the Keda valley, an hour away and genuinely on the same road, and Eco House Merisi above Merisi for up to 60 guests. On the coast, the Batumi Botanical Garden takes an off-site ceremony 16 minutes north of the hall for 25 GEL a visitor at the gate.

**Do we need witnesses, and can an agency provide them?**

Two witnesses of full age and legal capacity must attend the signing in person, of any nationality and any gender, with valid ID. If they carry foreign passports, those go through the same translation test as yours. Agencies include two official witnesses in their registration packages at no extra charge, and bought on their own they run 100 GEL.

**Which road should our wedding guests take up to the Adjara mountains?**

There are two. Through Khulo the last 15 km is a 4x4 climb, so guests in normal cars park in Khulo centre and get brought up. The Skhalta valley road, turning off the Batumi-Akhaltsikhe highway at Zamleti 4.7 km before Khulo, is 94 km and about 2 hours from Batumi and suits normal cars and minibuses. Navigate with Maps.me rather than Google Maps, and do not follow a route to Chao: it is a different village, 1.6 km away but 13 km by road.
